I'm currently in the process of creating the USB sticks. I think the description is more complicated than it actually is. The correct order is simply important: 1. HU, 2. VD, 3. VE
As I understand it, the ZIP files have to be copied directly to the sticks, nothing has to be unpacked.
Actually I tried to describe above but as you said first you have to go with the usb drive which has HU file. And yes the files will be on the root folder of the usb drive. You should not extract the zip file. It should stay on the root folder as zip format. After that this is not important to continue with VD or VE. Because after HU update process completed you have to turn the car off and then on again. And go to the software update screen and put the usb drive with the file VD or VE and let the car check the file and after that continue with the update process.

I have 2023 model Corolla Cross Hybrid which had the scomo id of 21TT2EUD0310HU000 and its version was 2200 for HU SW.
I am writing to this group because corolla hybrid and corolla cross hybrid are using the same multimedia screen at least in my country which is Turkey.
2 days ago I downloaded 3 updates files for my vehicle which are "rb_update_21TT1EUD0300HU0000_02202.zip" , "rb_update_21TT1EUD0300VD0000_02150.zip" and "rb_update_21TT1EUD0300VE0000_02150.zip" from "https://www.toyota-tech.eu/" web site.
In order to download these files I had to pay 5 euros for 1 hour access to those files.
And today I had chance to update my unit by myself with usb. Actually it is better to have 3 usb and make them ready for the update process.
I mean one usb drive consisted rb_update_21TT1EUD0300HU0000_02202.zip file, the other one consisted "rb_update_21TT1EUD0300VD0000_02150.zip" file and the last one consisted "rb_update_21TT1EUD0300VE0000_02150.zip".
To start the update process you should put the usb drive which has the "rb_update_21TT1EUD0300HU0000_02202.zip" file. First, it checks usb drive and after 5-10 minutes later a pop-up screen appers by saying that there is software update. When you continue the update process after about 20 minutes, car says to put ignition off and on again.
I have done 3 of these updates. For all these updates I have spent almost 2 hours in the car. rb_update_21TT1EUD0300VD0000_02150.zip file update took the most of my time since it is about 2.5 GB while the other files were about 700 MB.
Main difference I have noticed so far is only more modern energy flow monitor.
